What are the rules about a relative/brother using DP from the Same Internet/IP?

To Admins and Moderators:

I have a little brother who comes to my office after school to browse the net and he wants to learn more about this world. Can he sign up a username and use DP Regually? Or it's not allowed... since I know same IP is not allowed, just wondering if there are any exceptions to this rule.

Just let the staff know and it should be okay. Note his and your username.
