I was wondering if it was against T&S to make a website with downloadable movies and tv shows for free?
Movies that are allowed to be re-distributed by you is fine, but i highly doubt you own the right to these movies/shows or that they are all free from restrictions, which makes it warez, against policy.
If those are copyright protected and you are giving free downloads, Google will find it sooner or later and suspend your account. For that matter any genuine company won't allow such type of activities when dealing with them. It would always be better to choose a legal way to earn money.
It could work if they are public domain movies. You could link to public domain movies on Google Video, for instance. Unfortunately, most public domain movies are terrible, which explains why nobody bothered to renew the copyright on them. There are a few gems out there with expired copyrights that could not be renewed, but the rest are rubbish.

Yes ! My site banned because I embed the videos. I think google, you tube and Statge6 are legal atleast. otherwise, why they are providing EMBED code then ......... There are lot of site that are using same way as mine...but they are safe. I don't know what is the problem with my site.........

They provide the embed to be used with videos that can be legally distributed or reproduced - home videos, public domain videos, etc. Of course people use the feature to illegal distribution/reproduction. And just because other sites are showing this kind of videos and haven't been banned doesn't mean it's ok to do that. If you're violating someone's copyrights, you must be willing to be penalized for that. Was your account rejected, banned or suspended? If it was rejected, you can clean the site up, and then re-apply. If it was suspended, you must clean the violations in order to be re-stated. If you was banned, well, go look for another revenue stream.
Thanks for the info... Actually they rejected my site to add in to adsense (because of copyright voilation) I will cleanup my site and reapply... Where and how can I know which videos are copyrighted or not ?
I don't know if there's a specific place; but I guess if you're talking about movies and TV series, all of them are copyrighted. For example, if you can find info about it in IMDB, it's copyrighted for sure.
repeat after me: in america and other modern countries, ALL VIDEOS ARE COPYRIGHTED THE INSTANT THAT THEY ARE CREATED. embedding a video off of youtube does NOT give you permission to make money off of it, period... you only have permission to use it for non-commercial purposes. this has been covered in detail out here, it's in the youtube tos, do a search.
You can put adsense and youtube videos together, is in their tos. Make sure not to embed tv shows or something very picky unless you do not want problems.
