Payment processor that doesn't have country restrictions?

Ok, I'm searching for a payment processor that doesn't have restrictions on receiving money and withdrawing them in my country Bulgaria. I tryed PayPal, but with them I must first add a bank account then fund my account through it and then send money (I can't receive money though, its bad).

Does moneybookers and E-Gold require this kind of verification? The only things I'll do with the account is selling stuff (and receiving money), buying stuff with these money (sending money), to be able to add a bank account LATER and withdraw them whenever I want. Does any payment processor have these specifications? Doesn't require bank account for anything until I want to withdraw the money (and able to withdraw in Bulgaria). Please help me!

OK, Thanks to all. I think I'll choose moneybookers since I don't want to use exchangers (for egold) VCCs (for PayPal). Moneybookers covers all of my requipments.

 

I will offer a ATM card for withdrawing e-gold soon without going through a "third party". You can then instantly fund your card from your e-gold account balance. I will update when card is available.
