I would take a class at a community college or something.

Depends on your programming experience/background. Are you a programmer? I picked it up in a few months, but I had programming experience in C and C++

I would suggest reading the online manual at www.php.net and then head over to sourceforge, downloading some php projects and taking them apart.

Not sure, I'm not an expert, but I manage to get around the $50 a week

It took me around a year before I would classify myself as an expert, but I had a background in C++ and other languages so I had a shorter learning curve then most. I charge $50 an hour for what I do.
