Well, just got off the phone with one of their account customer service representatives and here's the answer from them themselves

YPN will remain in beta until the first and second quarter of next year, only after that will they begin looking at / considering opening up Yahoo to international markets.

:( Guess we have to wait guys!

Anyone (even non-citizens) can get a tax ID number from IRS...you could incorporate in the state of maryland for example, get the tin number, apply to YPN and voila!

You are also need to be a US resident and would need to pay state and federal coporate tax on the revenue. Incorporating and paying a cpa to file returns would probably run a few thousand dollars. I don't know if Yahoo would actually not pay someone who wasn't a resident, but it's in their TOS.

We have to wait more 6 months?! What a tragedy!!! Is it possible to wait this historical time usually? Why Yahoo! fells international publishers on nervousness? Per day looks per year to me!!!

If you form a corp. they would pay. There is no residency requirment for all the forms available to form a corp. I think Sub-S is the only one with the residence restrictions.
The taxes are an issue, but depending on the form you take, you may be able to pass through most of the income. The fees are no where near what you say. Some of my LLCs costs ~$50 a year. The popular states for forming them are NV, DE, and WY.

The US residency requirement is Yahoo's, not a corporate restriction. Many states have a minimum annual tax or filing fee - even if you don't make a profit. You also need to have a resident agent. Some states have a flat rate tax. You have a CPA that will do your taxes for under $50? I find that hard to believe.

Well don't feel too left out. Yahoo's great payouts have been dropping like a rock the last week or two. My payouts dropped about 70% in the last few weeks with consistent visitors and no changes to layouts.

Could be due to holiday budgets being lowered, not sure. We'll see how it goes after the holidays.

I haven't seen a drop in the PPC, but visitors aren't spending as much time on the sites or visiting as many pages. I think this is because they have less disposable time to spend looking at certain non-ecommerce sites because they were busy with holiday shopping.

A drop towards the end of month isn't that uncommon as a lot of advertisers have used up their monthly budget. My adwords placement has increased while the PPC has dropped, which indicates that there are less advertisers right now - or they aren't willing to pay as much.

A lot of doctors that do elective surgery offer reduced rates in December because this month can be a hard month to get business.

It's also possible that Yahoo is taking more of a cut, but I'm going to wait until the first week of January - when work schedules return to normal - before I draw any conclusions.

This is just pure conjecture, *but* if Google's rates are low because they are taking a large cut, I'd assume Yahoo will take a lower percentage for the first year maybe. They are a dark horse so this will make them more attractive. Most of the hype and reason why people want to join YPN is the higher payout.
