All resources indicated are 100% reserved for you. All VPS's include swap partitions so even if you need more ram then you are given, your VPS won't simply kill the process like Virtuozzo. Since all resources are allocated beforehand the performance is near dedicated (<1% overhead) compared to Virtuozzo which slows down to a crawl when you need to use any of the resources.
