    Assuming this is the same as the bit on adsense, I've received messages talking about how to better optimize my adsense on some of my sites..

    Each month that space is used for an automated adsense optimisation report based on the ad placement on your site. For example it would be suggested to a site with only one ad per a page to have multiple ads per a page.

    For people who already have their sites heavily optimised though it tends to just remind you of things you don't have there - eg Adsense referral buttons.
