    I think your question is deeper.
    "Creating" htacess on your site is as easy as uploading a text file (could be blank) that you created in notepad called .htaccess
    You probably are interested in something like Mod Rewrite, right?

    I suggest doing a seach for .htaccess tutorials. My control panel automatically does some things for me such as banning IPs and hotlinking.
