Duplicate content but no penalty. How come?

There is a blog that blockquoted 3 paragraphs of text from a reputable site while only having 1 sentence of unique content, but Google does not penalize this blog.

I don't really understand why. Any ideas?

I have seen instances where Google does not recognize duplicate content immediately.

If it were my content I wouuld start making waves.

Well, here's another thing. The blog blockquotes only a portion of the content. So the original page has around 8 paragraphs and the blog only quoted 3 paragraphs. The page has PR and is indexed by Google. The article is just over a month old. The whole site is fairly new, just under 2 months.

I started a site in late July that is virtually 100% duplicate content (public domain stuff and articles from article banks mostly). On the recent Google update it went from PR0 to PR4.

Frankly, it surprised the hell out of me.

Seems like Google doesn't always recognize duplicate content...

There are instances that google didn't notice it and they are lucky for that.

alright, I am going to give an example of duplicate content.

Everything in this post is duplicate content. Everything from the reviews to the gigantic press release are all duplicate content.

But some how the post is still indexed by Google with a PR of 3.

Is it because this site has been around for a long time and has become an "authoritative site"? If anyone does that now, I can pretty much guarantee that the site won't be indexed.

I don't think PR and duplicate content is related...

I posted duplicate content on my PR5, it's SE ranking Disappeared from Yahoo and Google.

I moved the duplicate content... Tweaked it more and it's a PR6. It's now #7 on Yahoo and Google. I have 3000 records of duplicate content from one of my similar sites, on this pr6. The websites above me are all PR5. I am sure if I remove the 3000 duplicated entires I might hit #1.

My PR never changed because of duplicate content I offered. The SE perception of quality did though.

I have a few PR5 Dmoz listed sites... But I got only duplicate content on them... they are no where to be found on Google.

Good SE ranking = PR + duplicate content ratio + inbound links + many other factors I don't know or understand

Abusing any area can trigger filters that will list your site lower on Yahoo or Google.

    my $0.05 opinion
