    Huh? Have you been playing too much strategy games lately, latehorn?

    If Russia can do something about the weather, believe me, they'll do something about their weather first.

    I know that weather-war has been discussed by people like Alvin Toffler but I do not think Russia has the capability to do it. Not now anyway.

    I just would like to emphasize that I believe that modern countries are developing or thinking of developing such tools (weather-war is has a powerful, devastating & long lasting impact ).

    I just do not believe any countries in the world has the capability to do right now. That's all.
