Dear Allium: This has been an open secret for the past five years or more. If a PR2 site has an anchor text link to a particular page with search term than that page will show up high in SERPs even if the link is at a low authority link. Higher PR only means that you have links from higher authority pages but it does not say if the anchor text there is relevant to the search queries. I've a PR4 site that is heading for PR5 or PR6 in next update but is regularly beaten by a PR2 site that has many relevant links from low authority directories.
The Official Google Blog and Matt Cutts' Blog are probably the most trustful sources of information on the subject.
