    VERY esasy !!

look at my solution on my site

    http://www.kriyayoga.com/english/frames_index.html
    or
    http://www.kriyayoga.com/english/on_your_wings/frames_index.html

    and understand it
look at all 3 pages within the frameset
    top-page
    left-page
    main-page

look at the NAMING of the pages - and the content of all
    BEST naming would be LEFT-page = index.html
i do so for all NEW folders i create - a.m. samples are my oldest folders/files

i have fully SEO pages in all frames and excellent SERPS with all major SEs - my full site lives with frames since its earliest years last millennium,
that solution works for others as well - i have sued the same system for other sites i care and SEO

    keypoint is:
NEVER name frameset file index.html !!!!!

call either LEFT or main = index.html !!
after looking at my real site-example you will know why

    re your doubts:

    with other words

it's safe, easy and FULLY SEO to have frames IF you know exactly how to do it correctly !

some 90% or so of my site is frames based since its origin and i have all together some 100+ top 10 serps in MSN/Y/G from those frames pages.
the howto can clearly be seen by looking at some examples ON my site - see post below.

as soon as a site has far in excess of 1000+ content pages i would never opt for anything else but frames - even now starting from scratch the same site again i still would chose the very same procedure again.

I just think frames make ugly looking websites. They are a thing of the past.
