seoexpress3 stolen 250$ of mine , help me to not allow him to scam other peoples

i sent 250$ by moneybookers to user seoexpress3 http://forums.digitalpoint.com/member.php?u=476818for writing article and i told him to send 155$ back to my moneybookers but i dont receive money and the usr says he paid the amount but when i told him i did not receive money and send me an screen shot he dont reply my PMs anymore ...help me to not allow him to scam other peoples here or pay back my money
