or is it completely irrelevant?

I believe that Yahoo either is now, or plans to, use some type of popularity measure as part of their SERP placement calculation. That is what Webrank is, a popularity measure. So it may end up being Yahoo's answer to PageRank, albeit they are two totally different measures.

it'd be interesting if a search engine used direct feedback from its visitors. not "if you click it from the serps" but "if you click it from the serps, did you find the site helpful or not?"

it may be hard to get response, but it sure seems like it'd be something that could have a nice impact on the serps overall.

That would be so annoying to get a popup box (or whatever it may be) asking how you liked the site from the search engine, that people would stop using the search engine.

you wouldn't need to have all users do it, and it wouldn't need to be a popup- it could be an option on the toolbar, even.

You sort of can already... The Google toolbar has a voting option (which is disabled by default), that allows you to vote for/against a site you are looking at.
