Very sneaky (well, kind of). I remember reading on Matt Cutts' Blog not long ago that G were really trying to crack down on these underhand tactics. I've just had a scan through the Google webmaster guidelines but it doesn't give any instructions about what to do if you find a site in violation.

well i've reported some sites also and guess what? they're all in Google index. ok ok, bláblá blá, they'll get caught, blá blá blá... it seems to me that Google loves this kind of stuff.

Most of the time, Google will not manually go over the spam reports.. They are trying to adjust their algoritmes to detect these kind of spam sites...
if enough of us report the site in question then maybe Google will listen and kick their lying, cheating asses off the index.

Google prefer to adjust their algorithm to remove these sites as opposed to manually remove every one. If you need to report a site, my tip is to do it through your Webmaster console on Google, as these reports are treated as a priority. And yes, I have reported sites before that have subsequently been removed from the index.
Its too bad to see the very same site listed in DMoz as well http://dmoz.org/Regional/Asia/India/Karnataka/Localities/Bangalore/Business_and_Economy/Real_Estate/ We are struggling hard to get white hat sites into DMoz , but at the same time such sites are already listed.. WTF is this?
i've heard that using a color that is different but very close to the backround color could set off a penalty? like light gray on a white background. true?
