Very sneaky (well, kind of). I remember reading on Matt Cutts' Blog not long ago that G were really trying to crack down on these underhand tactics. I've just had a scan through the Google webmaster guidelines but it doesn't give any instructions about what to do if you find a site in violation.

Most of the time, Google will not manually go over the spam reports.. They are trying to adjust their algoritmes to detect these kind of spam sites...

I don't want to be the one to get caught using hidden text and putting all my hard work down the drain

SEO Inc is an SEO company that was using techniques like this one and they got kicked out of Google, they got reinstated recently but they don't even rank for their own name

Google prefer to adjust their algorithm to remove these sites as opposed to manually remove every one.

If you need to report a site, my tip is to do it through your Webmaster console on Google, as these reports are treated as a priority.

And yes, I have reported sites before that have subsequently been removed from the index.

i've heard that using a color that is different but very close to the backround color could set off a penalty?

like light gray on a white background. true?
