I had asked Paypal some questions based on that following is the response.

    ---------------
About your concern with the new policies that we have for accounts under
India, you don't have to worry about anything. I would be more than
happy not explain to what's going to happen with our new policy.

Since this new policy for accounts under India would take effect March
1, if you have a balance on the account and have not transferred the
funds to the bank account the system would automatically transfer the
funds to your bank account. You would still be able to use your PayPal
account to accept payments online but the payments would automatically
be sent to your bank account after 7 days.

Regarding accepting payments, you can only accept payments with the
maximum amount of $500 USD per transaction. You can accept multiple
payments from one payee, but, if these payments would be for one item
the item would not be covered by the buyer protection program that we
    have.

Nice work and i think things are not so as we thought. Still the only worry is we can't send or receive payments within India.

does that mean we have to maintain ZERO account balance every 7 days? i hate seeing zero balance in paypal just for any chargebacks/refund requests.

I think it is the amount accrued per day that should be withdrawn in 7 days and not zero the balance in 7 days.

paypal not allowing buyers protection if he/she buys product/service more than $500.
