its just naming the page using keywords. for example if your webpage is about how to learn html then you can name that page as how-to-learn-html.html. scripted pages could use automated page naming process e.g. .htaccess etc.
There are few point to remember while creating url. Domain name URL Should contain your keyword as it make ranking some easier. Its should not contain more than 2-3 word and should be small. Should have proper extension,(i.e. .com. .org, .us, .edu) as per your organization of theme of site. Inner page URL There should be proper direcotries like site.com/image/redrose/ site.com/download/movie/latest/ The inner page url keyword shold be related to the topic/content of page. It should be easy to remember. There can be few more tips to create a better URL. Thks
I suggest instead of stuffing the url with keywords, its better to have the "Post Title" as your url keeping in mind to remove nouns and adjectives like - in, the, as, was etc. I guess I could make it clear.

Do not use 2-3 keywords in url. You can use your keyword in URL, which helps to ranking and idea about the page.

Yes its really good if you use your keyword in URL. Google count the keyword in URL and its very good for page rank.
Try to add the keywords in URL. Do not add any digital number in URLs. You can use it in title but in URL it is not good.

Please note that you should focus on your highest priority keyword. In the case of the domain, the highest priority keyword will be your company name, not "web development company". So it should be www."company name".com or co.in as you think the best.
