yes, pretty much. in the TOS they actually mention that you can't edit code unless it's pre-approved (they used to flat-out say you can't..) so if you were really really interested in doing this, I guess you could write out the code and ask if that'd be okay.

Adsense code is javascript and has nothing to do with fonts, so if you altered the code, the adsense just wouldn't work.
I've been doing extensive work on trying to match Adsense fonts to the fonts on my site and their font is NOT arial, sans-serif, Tahoma or Verdana. Some of these fonts are very close, but not a true match. I've formatted small paragraphs exactly like Adsense and put them them side by side with ads and the difference is easy to see. However, if you get the size and colors right, any of these fonts do blend in very well with Adsense ads. And a problem I found is that on a 728x90 horizontal text ad, the layout changes a lot and you can never truly match them with your existing page layout. One ad will have a very long title and it will throw off the other ads, thus getting it out of line with your own page layout.
Here is a sample of the horizontal 728x90 ad. The lower left ad is one I made and added to show the comparison in fonts. I used arial size 8. As you can see, Adsense fonts are slightly flatter and stretch out much more. Size 8 is the closest to the Adsense font. 11 would have been far too large, but I realize Google may use size 11 in other types of ads. Also, I used the exact shade of blue from my Adsense setup page but you can see a difference in the color of the title. I don't understand how this happens. Google's font color looks like a "visited" link color, but this screen capture is of an ad that was never clicked on.
