I heard about this today first time. What I understood is that I should make 100 web sites on free platform (like blogger or so), put an article related to my site niche and then interlink all those sites between them and with my main site. They say it is very good for SEO. What I need to know is, do you optimize the free sites. Also, content doesn't have to be very good, cause, those sites will not have lot of readers and will not rank high in SERPs. Am I wrong somewhere? I'm looking for a new way of link building, cause I'm very bored with standard. Is there a list of more free blogging platforms? What else can you tell me about this?

Google has really cracked down on the power of these mini-nets or linkwheels. If you endevor to do one and wish to get the most bang for you buck. They must appear natural. Spread out the creation date/time, add totally different content, link to high PR reputable and even edu sources, don't necessarily keyword optimize. Go back and add several articles at a later date and don't necessarily add your desired link right off the bat. Add them later to gain a more natural look.
Yes you would absolutely want these links to be coming from unique IPs. The content, is of little importance unless you are attempting to actually pull traffic from these. Using private proxies to create these properties would also be ultimately desirable as well.. These however are simply suggestions to ensure you are getting the most from your efforts and you may still receive some of the effects without doing everything entailed.
You can create mini nets of course it is possible, but point is that the mini net creation is not enough. Someone who creates it has to think about the maintenance of it too. Otherwise be sure that it will be or spammed or hacked.
Would you worry about spamming or hacking if you created the mini-nets on free blogging services like blogger.com and turning comments off??
Mininets are quite time-consuming, so you'll need to have a) lots of time on your hands or b) money to employ cheap labour or c) some software that automates a lot of the processes for you. Instead of having one site to build backlinks to, you now have 10 or 50 or 100 and this is going to take some effort.

Mininets can be good, your right. I like picking a related keyterm to my site, and building a mininet around it to promote my main domain... The I rinse and repeat with a different, related keyterm Throw some social love at the whole net, using unique accounts - and Bingo!
How to handle the problem that all websites, all social accounts and everything else are made from single computer with the same IP? Can Google detect that?
No, the only problem is with the actual sites you create the free blog with - they will know your IP which is why some people use proxies if they are creating multiple blogs on the same platform.
