No, he is saying he reports the offenders to them. Which is how you should do it. Let Google investigate it (I imagine it goes in a file on their account and its reviewed before cutting their first check)
I should hope so - though from my experience from accounting (that's my day job) there is a good chance of them getting away with it, at least for a while. And I say this hesitantly, because I do not like the fact that some adwords-users don't want to use content ads anymore. I can understand it. I wouldn't do it either. But I do not like it... an adsense publisher-in-the-making speeking
I know of one forum that got reported (for emailing and forum posts asking for clicks) they had the cheek to later post something like Google has told us not to ask for clicks but we need money and you know what to do. Bloody idiots.

Up to you but I couldn't complain if you did, I would be in the wrong. There is an age limit so kids shouldn't be in Adsense. Like I said I'm an advertiser so yes it could be costing me money. There are paying adveritisers who are also poor and live in a poor society. I'm sorry (thinking about it I am not sorry) but I have no sympathy for people who break the rules and rip off advertisers, myself included off.
The site in question has actually a beautyful design and has lots of links to other sites and that is what confuses me a bit. The sender of the mail provides clearly first and second name which makes me suspicious that someone tries to have them at least blackmailed. As I have seen here in this forum for the first time is that people can alter the senders address so that it appears to be from a certain sender (Google mail to someone - remember?) Since this websites in questions has many links inbound and outbound I wonder if there are others who got the same mail as I did. So far no response yet. Furthermore I don't want to ad on red herrings too. I don't remeber any linkexchange request using this style of writing in general.
In that circumstance I would contact the webmaster. I would hope Google does have measures in place to prevent somebody impersonating you, I know in the past I've had some idiot clicking my ads to try to get my account in trouble, with that I just reported it to Google and I assume they discounted all clicks from that visitor.

I did initially but for me it was just a waste of time as usually I just got no response, so now I just forward. I didn't take it personally anyway
Hey Vlad, Regardless of your country of origin etc... the TOS are for everyone. If you were an AdWords user you would be pissed to get that email...
they won't let you on a bus without a ticket and you need to be 18 to be in adsense - for a reason. i don't actively seek out adsense abusers, but if they are going to email me, then yeah, i'll forward it along. it is THEIR responsibility to read the TOS, not mine to tell him how to run his business.
I am a user of adsense. Iam making a x00 a month. That does not mean that we should be police like persons. I would be pissed. So? Pissed = knock person to BIG G? Shure I will NOT send that mail to G. When I will paid by G for that kind of business I will send that mail, and loose a fiew seconds of my life on that stupidity. Better, I am not interested in that. in TOS is not stated "alert us if you find a cheater". I think, that person does not even know what is doing. and better is send him mail than to google.
I don't think claiming ignorance of the TOS (not you, the person sending the e-mail) is a valid reason...assuming they would give that as a reason. As an Adwords user I report violations of the TOS when I see them - especially ones asking people to commit click fraud. It's my money they are stealing.
