Why? So as to get more advertisers signed up, who will put more ads in the system, which will attract more publishers who will be able to display the ads they want to display, who will sign up, which will encourage more advertisers to sign up, etc, etc.

I don't think to sound harsh but you may want to work on your website design. It does not look very professional. The current design will stop a lot of people from joining your site.
