I also believe this site is safe for adsense as long as content (url and description) submitted by users complies with adsense content policies. So it needs to be moderated by the webmaster himself..
But if you use his site and only send correct content, the site will be safe for your adsense account.

So this is an interesting idea, but unfortunately for the webmaster there is no referral program, which means it will be somewhat hard to recruit new users (adsense publishers)

Any kind of advantage. In the context of adsense revenue sharing, it could be an extension of percent of ads impressions yes.
On my site I display referrer's adsense on his referrals's pages. But I also make sure content submitted complies with adsense policies.
If your content is not monitored, members may not trust their own referrals.

 

i work now in refferal program for ads view it like if u get users by ur refferal link u will get 10% from thier ads veiw so u can maximize ur ads view to infinity times

That's a good thing, but you need to re-assure people that all links content is monitored by yourself to make sure it's not violating adsense TOS. For exemple, no links/description about adult content, no casino, etc.
