Dear the landing page will not help you more in this issue
what make your CTR is down?
1- Your ads showing more and got a little clicks and may be is not good. So try to create a great ads and use cal to action in your ad like: Try Now, Download, Buy Now... related to what you advertise.

2- Maybe your keywords so broad and your ads showing in wrong side! So try to tighten your match type or add more negatives with high search volume with your keywords.

    Thanks

I figure you just need more targeted traffic. The main reason somebody clicks on an ad is because it interests them to an extent - this doesn't happen for no reason.

Use dynamic keyword targeting and also use relevant landing pages -- there are many ebooks on optimizing CTR while optimizing conversions at the same time

Are you using search and content network? The content network typically gives a more lower ctr than search - this is expected and doesn't depress your quality score for search.
If you are using both, separate them - then you'll get a clearer view of your search ctr and what to do to improve it.
Also, as a general tip - use all of the reporting facilities. You'll probably won't want most of the reports that can be generated, but you don't know until you've looked at them and evaluated which ones are useful for you.
One other tip - don't take on clients if you don't know what you're doing

I agree with Magda, ads using search have better CTR, than ads using content network.
But I would run ads in * content network only * - when landing page is good - so price per click will be cheaper , and your ads will display more frequently.

    I agree with you,
SEARCH works more for me than any other even keyword,it is far cheaper than bidding for keywords,At first I start with keywords then gradually tail my bid to search network.
