If not, is it legal to have such license plates?

If it was any of the top 3 hopefully they would spell it with just two O's like in their logo... and not three like in the image.

Not AFAIK.. i tried enlargin' it and applying some effects to reveal the cheat.. what made me believe it is real that front-glass shadow on the plates..

The license plate is spelled ... Gooogl... that is 3 O's or 1 too many O's

and missing an E

None the less the car is registered in Missouri so I tend to doubt any of the top 3 at google commute 2,000 miles to work one way each day.

As has been said here they drive Toyota Prius...due to their "green" beliefs

Not all plates within a state are the same.

There are custom plates, to view them all visit the state DMVs website:
http://www.dmv.ca.gov/online/elp/elp.htm

In most cases "Google" was already taken, so he took "Gooogl":
https://vrir.dmv.ca.gov/ipp/PerLicensePlateServlet
