New Policy for CN Domain Registration by CNNIC

    In order to further enhance the authenticity, accuracy, and integrality of CN domain name registration information, now notify as following:

    1. Domain name applicants need to submit the formal paper based application material when making the online application to the registrar. The application
    material includes the original application form with business seal, company business license (photocopy), and registrant ID (photocopy).

    2. Registrar should carefully review the application material. When application is deemed qualified, registrar need to submit the application material via fax or E-mail to CNNIC, and withhold the original application material.

    3. From the day of the submission of online application, if CNNIC does not receive the formal paper based application material within 5 days or the application material auditing is not qualified, the domain name to be applied will be deleted.

    The above regulations will be executed since 9:00AM (Beijing Time), Dec 14th, 2009.

    Interesting. This basically means that the trading of .cn domains has been effectively seized (apart from MAJOR deals - i.e. those worth $50k+).

    It appears the crackdown is having further consequences - CNNIC has now revoked the ability of overseas (non-Chinese) registrars from registering .cn domains with immediate effect:

    (...) overseas registrars won't be able to register .CN domains "starting with January 6, 2010, 18:00 PM (Beijing Time). The registration stop is planned to be temporarily. According to the Chinese registry, difficulties in handling the comprehensive new application material are the reason for this drastic development. The new application material is required since the middle of December 2009, when CNNIC suddenly changed its registration policies."

    Other major non-Chinese registrars such as Go Daddy have also removed the ability to register .cn domains from their sites.

    thats a good think because its simply waste lot of support time from godaddy side if they continue .cn registration and problem occurs

    Registering .CN domain names, the Chinese ccTLD, has become a confusing thing to do of late. First CNNIC, the .CN registry, announced that registrations would no longer be accepted by individuals. But now there is confusion and talk that China will begin to accept registrations from individuals once again.

    The Chinese government said in December that it would stop individuals from registering .CN domain names, reserving the ccTLD for registered businesses. Registrants would have to apply in person, not online, and produce a business license and the individual applicant's identification, reports ZDNet.

    The policy changes were an attempt to crack down on what the Chinese deemed illegal domain names, especially those responsible for pornographic, malware and spam content.

    However the suggestion that changes are coming, again, have come from an official from CNNIC who told China Daily that they are drafting a regulation to allow individuals to register .CN domain names with their own identity.

    "It's a trend that individuals register their own domain names," said Qi Lin, assistant deputy from CNNIC told China Daily.

    "We are now working to check whether individual registrars' information is true, complete and accurate, and based on this we can quicken our speed in drawing up the regulation on individual domain name registration."

    "Banning domain name registrations for individual applicants will have a negative impact on the industry because the applicants can either turn to foreign registers or apply with false information," Qi said.

    CN stands for China, dot CN for the domain name with extension of cn, and dot CN equals to dot 中国.

    The China Internet Network Information Center has announced that it has increased the price for .CN domain names, and the new price policy went into effect on January 1, 2010.

    This has reportedly been the second price increase for .CN domain names in China since 2007. At the end of 2008, China raised the price for the domains for the first time. Prior to that, the registration cost for one .CN domain name was only CNY1, which allowed many spammers, search engine marketers, and hackers from around the world to buy bulk domain names and then use those names as the origins of many of their respective attacks.

    After this new adjustment, the lowest registration price for a .CN domain name provided by HiChina, a leading domain name registration service provider, is CNY69 per year.

    Commenting on this price increase, HiChina said that the company fully supports CNNIC to promote the standard and healthy application of .CN domain names via price levers. The price increase aims to coordinate with China's review mechanism for domain name registration information and further crack down on registration of domain names with false information.

    CNNIC, CN domain regulator, is pressing to develop new CN domain registration system. As reported, new CN registrants will be requested to provide scanning pictures of organization code certificate, which can be identified by CNNIC audit system; 2nd ID Card, which will be a big problem to foreign domain registrants who just have passport; uniform CN domain application form with color company seal.

    Another latest news is about CN domain renew, as reported, most non-Chinese CN registrars have been prohibited to carry out CN domain renewal, but no limit to CN domain name transfer into Chinese registrars.

    According to information from foreign domain name registration service providers, China Internet Network Information Center has required these providers to suspend new registrations for dot CN domain names.

    However, this change only applies to new dot CN registrations. CN registrants can still manage their existing dot CN domains. Dot CN domain transfer and CN domain renew requests are not affected with Chinese domain registars.

    This is reportedly a new measure launched by CNNIC to enhance its management of dot CN domain names.

    I suppose CNNIC wants to regulate the use and abuse of CN extensions that suddenly become more spammy than info domains years back :rolleyes:

    What's so special about dot CN domain name? Well, dot CN is just an ordinary country code top-level domain (for the People's Republic of China), which has
    recently been registered by a great part of the registrants worldwide. This is largely due to the fact that after dot CN domain registration policy has been liberalized, many Chinese residents (as we know, China is the country with the biggest population in the world and meanwhile - one of the fastest developing IT markets) preferred this TLD over the generic top-level domains.
    Besides dot CN TLD, three second-level TLDs were released for general
    registration - .COM.CN, .ORG.CN and .NET.CN, just like the regular .COM, .NET and .ORG domain names.

    IMO, maybe that is because China is the country with the biggest population in the world and meanwhile - one of the fastest developing IT markets, if guys are from China or their business is related to China, or they simply wish to get a domain with the second most preferred TLD on the Internet after .COM, dot CN will means much on their website's internet presence.

    CNNIC guys have placed a notification to limit CN domain registration, but fortunately, guys also promised that new policy about CN domain registration will be issued in April or so.
    Anyway, it will be one thing, time consuming, but still with hope.

    Chinese media reports that CNNIC is now drafting regulations to allow individuals to register dot CN domain name. A representative from CNNIC said that the purpose for making the regulation is to retain users and websites while still following the letter of the law. Glad to share it on renewed version of DP.
