I registered cj.com and put HostRocket.com to my sites. I don't control/know who click and buy via my affiliate link but I am sure one my friend click on HostRocket.com and buy 2 year reseller hosting. Problem is I don't receive commission for that order. I contact CJ and they told me that I must contact HostRocket.com I email HostRocket.com support with all information of my friend, who buy hosting from HostRocket.com via my affiliate link but not any replies. In this case: HostRocket.com scam??? or CJ.com scams??? My comment: CJ.com is bad, may be a scammer. Don't use them

Why nobody reports scam advertiser to CJ? I think more people report CJ will ban them. I reported my story.
CJ is not scam for sure. Regarding HostRocket, there are a few possibilities: 1. It is scam (I don't think so) 2. Your friend clicked also link of another HostRocket affiliate 3. HostRocket was deactivated for some time. It happens to many affiliate programs at CJ due the late payment. When is the advertiser deactivated, the tracking probably doesn't work. Contacting HostRocket is the best offer. Give them a few days. It is possible that affiliate manager is on holidays now
When my friend signed up, hostrocket was active and sure my friend clicked on hostrocket affiliate link. I contact CJ and they told me that contact Hostrocket support with information: invoice ID, name, domain, email... Sent 3 emails in 3 weeks but not any replies from hostrocket.

If the merchant doesn't respond in a reasonable period of time then they are scamming you. I have had a few commissions go missing with different merchants and when I contacted them they responded, sometimes they credited the missing commission even though they said there was no record, chalking it up to failed tracking. That's an honest merchant. Sounds like HostRocket is not, if your story is true.
