Google isn't going to penalise companies which spend millions of $ in adwords...

Google have always said they penalize the companies that sell links, it's not so straightforward for bought links - they'll probably just disregard the links and the money's wasted. Besides which, the use of a logo on a site puffing up it's services is absolutely meaningless - I've seen the logos of big companies attached to pages selling seo software, when I know for a fact that those specific companies don't do seo inhouse, they employ big-name agencies for it.

Buying links does not penalise you in the serps. It can however devalue the pr received. This is why PR is not important. It does not matter what pr you have it is traffic that matters. If you have a pr 3 and are in the top 3 for your keywords then what does pr matter. These companies make millions compared to pr chasers that make hundreds or less.

Nowadays PR is no longer a fact to be taken into consideration. It is what it should have been since the beginning: an internal google algorithm with no relevance for end-users.

well www.adobe.com and hp.com only have a PR9 so i am sure they need to buy more links ... NOT.

Are you sure it's not just an advert for the link you gave ? textlinkbrokers is only a pr3 and could do with a few more spam links and are probably a site that could do with buying some theirself)

sites like adobe would not need to buy links. they would have tons of natural links free of cost. however rest of the sites you mentioned could use paid links.
