I think some problems with your site, or your keywords are not rich, ok keep it up, your CTR is very Good, but your earning is very low.

You have to invest some time in SEO (including keyword analysis). By making your content more relevant and targeting high paying niches will make your ads more relevant and increase the CTR.

Your CPC is very low, but I guess it's normal, people lost interest in screensavers over the years (look at google trend)

I think it is against the TOS, but honestly who cares? We're not the police. Adsense can punish at will each individual users who don't read and understand the TOS.
