    What do you mean by "lower quality free listings"? Does that mean all free listings or ones distinguished as being "low quality" and by what standards?

    He means he'll accept crap but nofollow it, however if you PAY to have your crap listed you'll get it indexed.

    Sorry, no crap accepted!!

    All free listed new sites get "nofollow" (unless it is a established site) and once site has been listed for 3 months it is reviewed again for quality (still active, PR, spam) to remove 'nofollow."
