Wow, "jobs in my area" is a sweet friggin keyword. 3,000 results using "allintitle" 60,000 monthly searches. Just from that keyword research I say this guy should be hired.
I might charge 1000 a mo for link building. More sites will be another 2,500 a mo (per site). If I gave out too much info then people might do it themselves. It's white hat (as much as possible).
