Google sitemap generator

Does anyone know of any good tool (preferably in php) that you can use to automatically generate sitemaps for Google in xml format?

What would you recommend for frequency? Is daily too unreasonable?
What would happen if Google bot sees that your pages are not changing as frequently as you suggested?
