What is your definition of a quality backlink? How do you define and determine what a quality backlink is? How do you find websites to place back links to you website on?
1. Related to your website. 2. Anchor text with targeted keywords. 3. Ranks in the top 20 for similar/related keywords. 4. Should have many incoming links for relevant reputable sources. 5. High PR. 6. The less outgoing links the better (so you get all the juice). 7. The older the site the better. How do we get them? I could tell you but then I would have to kill you

I agree with your list, but it is also important to consider the website, web page, and and content on the page of the site that has the backlink on it. The relevancy of the backlink compared to the site it is linking to is very important when it comes to SEO.
