Check out Link Sales board to see wordpress theme sponsoring auctions. Sponsors bid on links in footer, and than the theme is released for free, than it needs to be submitted (that's what dpusubi1 does), better said - promoted. So people could see it and use it on their site. That way sponsors that sponsored links in the footer of theme that is promoted will get backlinks from those sites ;)

To use a Wordpress design you need to download the file from a website and install it on your blog. Bloggers visit directories that list themes for download. The biggest one is Wordpress.org but the service you link to does not submit there.

The idea behind this is somewhat viral. If a blogger uses a theme with your links then you get the backlinks sometimes many because a theme can be used on multiple different sites. If your theme is submitted to the most popular directories it increases the potential for multiple sites to use and therefore have links pointing back to you.

Hope that explains it a bit more clearly.
