How does a person get quality backlinks?

I am having trouble getting my website noticed by google. I have two articles and I post in forums and I use different web submission sites. I do not even have a page rank after 2 months. What am I doing wrong, or rather how can I correct my mistakes so I do get noticed?

-Good quality links can be formed by link exchanges.....
When conducting a link exchange, try to look for pages that have good PageRank such as 4 and above - preferably better than yours.
Notice that I didn’t say look for sites that have good PageRank. One misconception is that a PageRank value applies to the whole site. A PageRank value is actually assigned on a page-by-page basis. Different pages on a site have different PageRank value.
While the number of pages linking to you will have an impact on your overall PageRank, the PageRank value of those pages linking to it is more important than the number itself.
Ideally you should look to trade links with pages having the least links possible especially if they have low PageRank values. This ensures each link has a bigger share of the page’s Google juice.

- Join forums, forums are a great way to achieve links to your website.
- Using ezine ads (or newsletters). Creating an ezine will probably be the most beneficial step you can take to increasing your web presence. When you create an ezine you will be able to keep visitors coming back to your website for more by using signatures and giving special deals.

Getting quality backlinks...Hmmm, link exchange on relevant sites/blogs are one possible type of getting quality links. You could also get it through building nice contents and article submission...

 

Article submission , Directory submission and Blog comments are the good methods to get back links. Link exchange programs are also useful but make sure the page you are getting linked to holds a high PR(probably more than that of yours). Plus try to get contextual links. The contextual links are given much more priority by google as they are related to the same niche.

Submit your links to high page rank sites. And where ever you submit see that the link that appear is do follow or no follow links. And do only in dofollow links.
