If I were you, I would probably pause the campaign and move on, find other niche that converts better. Some niche just don't convert no matter how good your landing page is.
Don't do the above, your account will end up getting banned. First of all, your CTR is extremely low, and i would guess you also have a low quality score? Things you need to do to make adwords work for you: 1) structure your account properly. Make sure you have related ad groups in related campaigns. Make sure you don't have too many keywords in each ad group. If you're confused then use the keyword grouper tool in Adwords Editor and it'll basically do all the hard work for you 2) look at your matching options. Are most of your phrases broad match? If they are then use exact matches in separate ad groups and monitor to see which works best for you. Run a Search Query report to find negative keywords for your broad matches 3) split test your ads with ad texts relevant to your keywords 4) make your landing pages relevant - direct your ads to a different landing page for each campaign. Include your best performing KWs in your metatags. Include content relevant to your ads 5) use website optimiser to help you design pages that will convert better
The keywords you're using might be too broad. Have a think and try to refine and zone in on only essential keywords to improve you CTR and thus lowering your CPM
