listen to rubeina and sizzler, the Link Sales forum IS one of the best ways to go. I've done a few deals there. Its amazing what can get accomplished when you are working directly with the site owner (or are the site owner as in my case). That forum is great opportunity for buyers AND sellers. Good luck!
I've had generally pretty good success here at DP. When you go thru a service (middleman), it can only inflate the cost in the long run.
I am curious how buying link from agencies help you. There are many ways you get get one way links for free. You can exchange your links with few DP members too. Buying links from members may help because most of them are not actually involved in link trade. They have some good sites with PR and traffic, linking those will not harm you. to explain further: If you buy links from a link trader, it may hurt you IMO. reason i feel, they will remain till you pay and then disappear. Search engines track the spot where link is placed and frequent modifications of that spot is always a matter of debate. Even if you like to buy link from professional link traders, buy for longer duration i.e for 1 year, that shows some stability. Its just my thoughts, based on my experience. No hard hittings.
I've had some luck with payperpost.com ($120 got me from the annoying #3 position I was in forever up to #1). You won't get high PR links, but you get a lot of little links with your choice of anchor text, and it's cheap.
