I built new website , I optimized it , made social bookmarking, and I got one way links, its been over a month and still not indexed. Any idea what is wrong??
Submiting a site map and getting inbound links from other sites already in their index will get you indexed... But it is also dependent on how often the sites linking to you are crawled.
If you want to be indexed by Google, submit your site to google.com/addurl/?continue=/addurl and also do some social bookmarking with best book marking sites.
what do you mean by "I optimized it?" Site live for One month?! Webmaster Tools will really be the best place to check? You have a sitemap in place?
Check if your robots.txt is blocking bots to crawl. If you already have links from bookmarking sites it should have got indexed.
Promote it further through forums and blogs related to your niche. Maybe you didn't targeted enough backlinks to improve search engine rankings.
Dont submit your site to google, It will take longer to get it indexed. Just keeping building links, and it will get indexed. I cant really offer any other advice since I dont know what the site is.
The quickest way to have Google index your site is to run a short Adwords campaign. This is also good for determining the keywords, ads and landing page content that converts. First place analytics onto all pages and watch for their bot so you can see when they come.
Put it in your sig. Bookmark it at mixx. Submit to yahoo answers. You will get indexed if the domain is not penalised. if domain is penalised ask G for reconsideration via webmaster tools dashboard.

Firstly ensure that you didn't use any blackhat technique. As Jintendraag suggested to check robot.txt file...allow all the search engines to crawl. Mention xml sitemap in it too.
Is this really an 'important question'? Perhaps a slightly more descriptive thread title might have been nice. I'd say an 'important question' might be something like 'Do backlinks from bad neighborhoods imply danger'? Or that kind of thing.
