I have a 10+ % CTR on my website but the CPM is less than 32 cents, where the hell am I going wrong.

Placement is both top and bottom.

Have tried everything from increasing and decreasing ad units, changing content , keywords.

It used to be higher but it kept decreasing over the weeks and even though my CTR is higher now it still does not increases.

CPM IS LESS THAN 32 cents and Now its 24 cents TRAFFIC IS GOOD ENOUGH
CLICKS ARE NOT INVALID NICHE IS HIGHLY TARGETED

Do you mean your eCPM is $0.32? or your earning is $0.32 with 10% CTR>

God 10% CTR and they are still serving ads..you are lucky boy.
Industry standard is .5 ctr and 1-2 at good positions.
Its likable that you get invalid clicks.
