I am making nowadays some research about SEO . As all the SEO experts do know is links from other websites are still on top of subjects. But there is one thing to clarify. " Quality backlinks " .

Let's say you have a game website . And you want to get inbound links. What kind of websites should be considered as quality backlinking websites .

    A) Sites which are listed in DMOZ ?
    B) Sites which have high PR ?
    C) Sites which are older then 2-3 years ?
    D) Sites which have only fresh/unique content ?
    E) Sites which have CSS/Html design validated ?
    F) Sites which are ranking better then you for that keyword or phrase ?

Mention your ideas here by giving percentage. That will help us all.

DMOZ seems to be getting devalued recently, just like all directories (still not worthless to get linked by DMOZ registered site though).
High PR I believe is of good value.
Getting linked from older site is also positive factor.
Only fresh content - I don't think it matters. Only unique content - definitely yes.
The code validation does not matter at all (as far as I've been able to test)
    F is obviously yes.

I can't give exact percentages, that would be guessing in the dark.

    Quality links:
    - less outbound links on the same page
    - high PR
    - related to your niche
    - dofollow
    - in-content link (not footer)
    - homepage or sitewide link
    - etc.

If you don't have a decent budget to buy links from sites you like then just build links, any link is good.
While you're looking for "quality" links your competitors are building just links like mad and will win the SEO game.

No, NoFollow links won't increase your PR and SERP one bit. That's why they're NoFollow :)
Actually the spider follow them but just don't give them any value (but your site will get indexed).

Every link is a good backlink. Building backlinks should be natural so I would say that have links from pages with PR0 to PR10 (you wish:) would be the best. But the best backlinks are surely from high PR pages, authoritative pages.

For me, quality backlinks are links that are from web site that has the same theme or similar content topic as your own Web site. :) I should say focus on sites with high PR and do follow attribute. Lastly, Domain age is not a factor that I look up.

    C) Sites which are older then 2-3 years ? - important
    D) Sites which have only fresh/unique content ? - very important
    E) Sites which have CSS/Html design validated ? - most fit this, so I don't worry about it

    A) Sites which are listed in DMOZ ? - not important
    B) Sites which have high PR ? - very important, but hard to get
    C) Sites which are older then 2-3 years ? - it is not a basic condition, but helps
    D) Sites which have only fresh/unique content ? - YES ! No spamming sites that are down in search engines
    E) Sites which have CSS/Html design validated ? - not necessary, but this helps in getting more visitors
    F) Sites which are ranking better then you for that keyword or phrase ? - yes, quite important.

Basically, a good site must be always improved with new and ORIGINAL content. Also, PR matters, try to get backilnks from sites with high PR.

Also be sure to stop by badneighborhood.com - it's been said Googlebot compares to this database when indexing.

#5 is not necessary since "backlink" means "do-follow" link :)
