When asking other sites for a backlink, make sure you have had a good look round their site first and personalise any email to the right person, if you can find them. Tell them where and why you think a link to your site would be good and offer a reciprocal link to them. Tell them where and why you have put the reciprocal on your site and include a link so they can check it out.

See increasing back links and increasing PR are both different things.

If you are submitting to directories with no PR it wont help you in getting PR for your site. But if that directory goes to cache at regular interval it can be shown in your back links. And this can improve rankings on your Anchor text.

But if you want to increase PR of your site then try to submit your links to those specific pages which have PR in Directory. Or you can submit articles to some good article sites and wait to get Good PR to your site.

Also you can get paid link from high PR site which can help you in attaining good PR as well as rankings and traffic
