Your source is completely wrong (and the link you gave to the source doesn't work). I just went to the the Google election site and it's absolutely still there. And yes, it has links to YouTube, Google Maps, Knol and other Google services. But it also links to non-Google information, such as blogs and news sites. It's a useful portal for election information. My understanding is that the page is only served to visitors coming from US IP addresses, so if you aren't in the US you will get an error.

Ha, I read the real story on Google Blogoscoped: http://blogoscoped.com/archive/2008-10-21-n19.html The short version is that Google was (is?) advertising their election page with Adsense public service ads. People are annoyed because in the Google help files it says that PSAs are only for non-profits organizations, which Google itself isn't. It's not clear if Google is still running those PSAs or not, but they never took the actual target page down.
