When a site is taken over by a new owner and that owner starts a new Adsense account, for the domain, on a site having Google text ads - notice, please - this is not anything to do with changing an Adsense account itself - what is the easiest, safest, and best way for the new site owner to convert the text Ads?

There are two ways I can think of and it depends upon what format the google adsense ads are in.

Prior to when Google when to the managed ad formats a few months ago, all you had to do was replace the old publisher adsense id with your new adsense id.

If the adsense ads are in the new managed format, then you have to replace the whole ad with your own managed ads.

If this is an older website, chances are, all you need to do is change the publisher adsense id, but if the google ads don't appear, most likely the ads are in the new format style and each ad will need to be replaced.

That has been my experience, anyway. Once you have made your changes, be sure to look at the source code of a published page to make sure your publisher's id is in the adsense script...

I think you should contact to Google adsense help center or paste your problem on adsense.blogspot.com there can get real ans.
you asking about owner change of domain and he set up new adsense his site. you are confess about your adsense account because you set up on same domain that has been sold now.
I think no problem because adsense account is not depend on fix domain. you can sep up. if you feel wrong than creat a blog and add adsense ads there.
Example I set up my adsense on blog. http://dofollowlist.blogspot.com/2008/10/how-o-remove-nofollow-how-to-make-do.html
A confirmation mail came in my mail box. I allow to blogger.com services because my domain is going to expire and i want to live adsense account longer.
