    I've tried placing a targeted ad on the web site through my adwords
    account, and it says: "1 of the URLs entered are not available for targeting. of the URLs entered are not available for targeting."
    How can i resolve this problem?

    You can't. The website you've chosen has either opted out of being included in placement targeting, or doesn't get sufficient traffic for google to include it.
