The infraction is a little old now, but I really only just noticed it in my dashboard. I received a two point infraction for "Attacking/Harassing Other Members", because of this post: http://forums.digitalpoint.com/showthread.php?p=4812337#post4812337

Besides the fact that I don't belive I've ever attacked or harrassed other members, I don't see how that post, or thread even remotely attacks or harasses anyone.

So my question is, how are infractions handed out? Because based on this it seems a little random.

That infraction is over one-year old now, the points have long expired. There does not appear to be any bearing or relevance to anything current, active, or that would have any impact on your business or reputation.

And you already asked the same question here:

If you want to dig up the past, I did hear some interesting new theories about the Kennedy assassination.

If the moderator who saw it at the time considered it as an attack, that's their call. In addition to getting attack infractions for directly insulting a member, that infraction type covers starting threads to refer to people or companies as scammers, negative reviews in new threads, or anything remotely along those lines (because those types of posts belong only within an actual deal thread or in iTrader comments).

If the mod who gave you the infraction took questioning whether or not they'll pay out (before you actually went through the process to find out for yourself) to be an attack on the company's credibility, then that could be why you received the infraction.

I cant get into their head obviously, but in general mods make judgment calls on a case-by-case basis.
