scozzie saying that payment was from his/her paypal id. and I got dispute regarding that.

Was the Payment from hacked account?

Contact his forum host provider.

A few friends of mine, we did the same on a large forum recently which was allowing constant libel statements to remain there, so numerous they went into the hundreds. Despite a PR 4, being established since 02, we got the whole forum closed down within 24 hrs, completely wiped out, since the admin at that point seemed completely uninterested in hearing or taking notice of the concerns raised.

This user that has done this here should be banned immediately although I've not much hope as ever that DP in this regard will do the right and responsible thing, based on my own personal experiences with something similar a few months ago.

Unfortunately DP is a breeding ground for scammers and con-artists.
