    Some registrars/resellers can set it up so you can register a "name only". In other words you can't edit the DNS, redirect etc.
    Not sure why there is no link in the post as it would make things a lot easier but since it is less than what a registrar pays I would imagine there is a "catch". If there isn't someone is going out of business soon.

    This is a common scamming trick, and you should never buy domains that cheap.

    ICANN specifies registrars to sell at a minimum amount to keep the value of domains high, and never offers a reseller program. Either they do that from a registrar and purchases mass domains getting them at like $6.99 instead of $10 each - Even then, they're losing. Something is definately wrong.

    Registrars only pay $0.20 fee per domain to ICANN.
    International TLDs are more expensive but they pay ICANN, and the countries whose TLD is involved.
    Hence why .cn are $2 because costs for registrars is like $0.60.

    No matter how much it costs, as long as you're endorsed fully throughout the process you should never do it outside a ICANN accreddited registrar. ICANN accreditted registrars back you up one hundred percent.
    Confirm at www.icann.org, and don't just take their word if they say they are "ICANN accreddited".

    EDIT: Also, she had bad grammar skills. Shows lack of professionality, and that shes selling it through PM and not a website.
    Damn, the Credit Crunch is getting people to act really beserk like this.
