does this website violate adsense tos(its my competitor)

full of illegal music download links ,other network ads with adsense ,pop ups
but would like to know if they violate truely i am not sure
i want to report it to adsense

You can't have MP3 download links on a site with adsense ads on it.

Therefore they are violating the TOS.

Nah, if the file is not in .mp3 format then you'll be fine. If you think he's breaking Adsense's TOS, just report him to them. It won't hurt you tho.
