I don't think when you use the Google form itself you get a penalty, otherwise there would be massive miss-use of the form. I'd just enter the URLs of my competitors 100 times. When you use scripts to access the page there could be penalties though in my opinion... I think Google knows very well if a human or a script sends an URL through this form.

Everyone here develops his own thery on google ... and create his website and link according to his own thery .. not one really knows... But I dought adding a new site... would filter you .. like how stupid can google get? It has records of your site if it was scanned before and it has a digital signature on your site .. to see if things changed ... and what else does it have ICANN domain regsiter database... (YES) you would think google will use it resources ... well i believe he does... but then another question poped up, why to use the add URL if adding links gets it much faster?
Before anyone else replies to this thread, let me give you a quick summary: 1. a hopelessly ridiculous claim was made to the effect that manually submitting to Google would result in a penalty 2. with the exception of the person making that claim, everyone else reading and replying to this thread recognized that it was a ludicrous claim, entirely without foundation 3. after 26 pages, all that can be said has been said 4. if there are any questions, read the webmaster guidelines at www.google.com (click on About Google and follow the links)
I will rephrase what Danny said and let's see what others think: When you submit a site that has never been indexed in Google with its "Add URL" feature, you are potentially missing out on having your web site discovered thru high quality and highly recognized sites by Google which could give you a headstart and in some cases help you to avoid hurdles such as the sandbox.
