$$$ Who can do IPB module & skin customizations ? $$$

Hello all,

I am looking for one to do some IPB skin and module customizations to existing IPB 2.3

This purpose of this site is for people to post miracle stories and each week there is a "Story of the Week" winner, current we are using a modded version of SOTW mod (signature of the week mod).
Each week it collects all the new stories for that week from week 1 to week 2, the n while it is collecting weeks 2 to week 3 stories it runs a voting poll for week 1, then every Monday we have to log in to back end manually and update that weeks competition etc

What we want is a system that will allow each story to be voted on from the topic view like the vote system on Digg BUT WITHOUT THE NUMBER OF VOTES DISPLAYED, the client wishes to not display the total number of votes and to have some "Thanks you for voting" text display after a vote has been cast.. Then it doesn't matter when the topic (story) was posted it can be voted on at any time.. Every Monday the story that has had the most votes from the previous week (Monday to Sunday) will display on the home page (portal) as this weeks "Story of the Week" full story....

The other stage of this is to create a archive of every weeks competition winner, with a picture of their avatar + 400-500 char preview of the story and a link to the posted topic.

At the end of each year weekly winners then go into a super vote, for the "Story of the Year" the Owner of this site offers a trip for 2 around the world to the winner...

So this archive will need to be created in the back end so we can collect each years weekly and yearly winners.

SCOPE OF WORKS

Story of the Week
- Create the story voting system so it is as automated as possible
- send the member that has won that weeks competition a congratulations email.
- A archive of weekly winners for public to view
- Vote option from the topic view (+1 vote per person member or visitor)
- Ability to set up and make configuration changes via IPB Admin
- Display the rate number of the story ion topic view

Layout
The lay out must be as compact as possible with out being to confusing to the user, at the moment there is a lot of wasted real estate, This must look more like a news portal
A left column with the menu and some standard blocks should be visible on all pages topic view, post view and forum view etc...

Quotes
The quotes block is a block that randomly displays a new quote. We have a archive of thousands of quotes from Albert Einstein to football coaches. The Owner wants to use his archive of quotes.

Media Room
A Place for all video, picture, press releases, Radio Interviews, book reviews and articles

Video
The video uploader should be something that members can use to upload a video story MP4,WMV etc. There will need to be a place created for this archive of videos and also a random placement of 4 videos on homepage (portal).

That is a brief on the Projects scope of works, There maybe the odd extra addon feature required through out the year and possibly some maintenance.
