It's said that you can't use Indian debit cards for Paypal verification. Even though mine is an Indian account, the site still displays "debit cards are OK" when I am logged in. So, I asked Paypal (through the contact form) about Indian debit cards. Note that almost every Indian debit card has a Visa/MC logo (such as UTI Bank, ICICI, HDFC Bank, etc.) Paypal's response follows. Well "Indian" in this case is an extrapolating term. It depends more or less on the issuing bank. Most cards with the Visa or Mastercard logo are known to work with paypal.
But why don't you use a credit card and solve all this problems in one stroke. Following paypal emails is a harder thing then following a local bank to issue a credit card to you.
Oops, maybe I spoke too soon. UTI bank debit card doesn't have a VISA logo. It has a VISA Electron logo. Same for (at least one kind of) Citibank Citicard ATM/Debit card: It has a Maestro logo, not a Mastercard logo. Could others post what card logos you get with which type of accounts with which bank?
I have successfully verified a paypal account using a VISA Electron debit card. It was however, not issued by an Indian bank.
"not by an Indian bank" is probably the key. It looks like online purchase ability for Electron (as opposed to ATM and POS usage) depends on the issuing bank: http://corporate.visa.com/md/fs/consumer/electron.jsp
That's probably a good idea. Others might want to limit their liability to what's in their savings account. (FYI, there hasn't been a credit reporting agency in India until just this year, and people don't get free credit cards in the mail.) Just having a credit card opens you up for additional scrutiny with the government ("credit card == rich"). (!) Note that this issue of use for a lot of US/UK/other folks as well, since they are working w/ Indian programmers/designers.
They say you can .. but the problems with Indian issued cards are : 1) No AVS [Address verification system] on the Global Debit cards .. as they are issued by the bank .. 2) Inability to pay for in other currencies .. Due to these reasons, Debit cards issued from india wont be of any good for verifying PayPal .. I tried my MasterCard affiliated Mastero card issued by IndianBank .. PP gave me an error message saying "incomplete or partial CC number" Plus, does your DebitCard have that 3 digit verification code PP asks for? [on the back of the card] Without that, you CANT get your PP account verified even if does have the VISA/MC logo on it .. I'd advice you to get a CC and verify .. Many would suggest a VCC.. i dont recommend taht .. if you are younger than 18 or dont have a tax payee's OAN number, ask your Parent to get a CC and get yourself an ADDON card .. this would do the trick cheers !
Good point. Actually the UTI debit card doesn't have a CVC number on the back. So, Indian Bank: No CVC UTI Bank: No CVC Citibank Citicard: ? How about others?
Technoguy, Could you post whether the ICICI card has CVC number (three digits) on the back? Also, just for others' info, which card is it (silver, gold, etc.)?
No, You can't use that. SBI Maestro Debit card: No CVV [i think its called CVV nos. not cvc] ICICI Visa Electron Debit Card: No. No CVV
Why wouldn't you recommend that? (Just to make it clear for anybody who might have been planning to go that route.) Will it fail initial verification? Or, let's say it gets verified. Does Paypal attempt to re-verify accounts periodically? Say after a year? For all accounts, or just for abnormal ones?
I don't know how the banking system is in India, but can't you guys get something like an International Credit Card?

Thanks for sharing. I think this means HDFC is a good choice for people who want to get a debit card usable online. Interestingly, the card has has a VISA logo (not Visa Electron), yet the numbers are also not embossed, and it says electronic use only. http://www.hdfcbank.com/personal/cards/dc_int.htm
